Why do the authorities fight against people for whom the fight against the authorities is not an end in and of itself? The reason for any journey is curiosity. Why does Nizhny Novgorod seem such an exotic spot on the map of Russia? Until recently here flourished the Russian-Chechen Friendship Society, but it has already joined the common denominator. And yet, why were both torture lawsuits in Strasbourg from Nizhny Novgorod? What explains this anomaly? Perhaps even palm trees grow there? Sorting everything out We are not disclosing a huge state secret if we tell you know that two of the most scandalous items in the news have recently come out of Nizhny Novgorod, enterprises created by one man with a never-ending thirst for higher education — technician, businessman, and now lawyer, Igor Kalyapin. He did not do it all on his own, of course, but it was only due to his special brain that two fantasies came true: the Russian-Chechen Friendship Society, and the Committee Against Torture. Just before my departure from Nizhny Novgorod, Kalyapin and I were able to talk in a McDonald's near the train station. It turns out that the businessman does not have a car, and a nearby cafe that would seem to be a better spot for a conversation was hosting a wedding reception. The knitted cap over Kalyapin’s brow did not make him look like a Wahhabi fanatic, but on the contrary, more like a Special Forces major. Cops often take him for one of their own, only more senior. As a matter of fact, he occasionally drinks vodka with the SWAT police who crushed him back in the early 1990, and then, for some reason, befriended him, even though it is difficult to understand what they might have in common.

Radio Liberty program by Andrei Shary with Radio Liberty Moscow correspondent Maxim Yaroshevsky participating. Andrei Shary: Ella Kesayeva, the leader of the human rights movement, ‘Voice of Beslan’, gave evidence today in court on the right bank of Beslan, concerning an administrative violation. The court will consider the case against two other ‘Voice of Beslan’ activists, Svetlana Margiyeva and Emily Bzarova, on Monday, March 31st. The movement activists are accused of violating several articles of the Administrative Code, but human rights activists and fellow members of ‘Voice of Beslan’ are convinced that the women are being tried primarily for political reasons. I met Irina Khalay during a memorial ceremony on Dubrovka a few years ago. She is one of those people who will not make peace with the existing order. With inexhaustible energy, Irina was seeking to legitimize in Russia the legal status of ‘victim of a terrorist attack’, including social security, care and treatment for victims, fair trials, passes for affected children to see the Moscow Christmas tree lighting ceremony, and much more. In Moscow in October of last year she greeted me with these words: “There will be a conference in Tilburg this March on international standards for victim assistance. We made the proposal in Vienna that they adopt standards of care for victims of terrorist attacks, so we have got to go there!” Due to circumstances beyond my control I was unable to participate, and Irina made it there as the only Russian representative. Below is her story about how the conference went.

The famous Spanish theater collective ‘La Fura dels Baus’ has put the Dubrovka terrorist attack on stage, holding a premier on Thursday in the city of Molina de Segura (in the southeast of the country). A spokesman from the theater group reported this to ‘Novosti’. “The play does not attempt to reproduce the tragedy suffered by the Russians in the theater on Dubrovka, it merely begins with this event in order to discuss terrorism as a global evil,” explained the spokesman. The tragedy, which went down in history as the terrorist attack on Dubrovka, took place in Moscow in the autumn of 2002. A showing of the popular musical ‘Nord-Ost’ in the theatrical center building was interrupted when an armed band of 40 terrorists broke in and took 912 people hostage, including women and children. Svetlana Margiyeva is exactly 7 years younger than Putin: she was also born on October 7th. Svetlana, however, looks much older. It is not her fault, though: for three days she was held hostage in the Beslan school, losing her 12-year-old daughter, her only child. She was also seriously injured in the terrorist attack. Two years ago she became a member of 'Voice of Beslan' in order to investigate the Beslan terrorist attack. Now Svetlana Margiyeva is accused of beating seven bailiffs and a judge in a Beslan court.
